“The Black Caucus in the Alabama House of Representatives today proposed a budget plan that shifts money to cover what it says are critical services without raising taxes.
The plan proposes changes to a budget bill approved by the House Ways and Means General Fund Committee last week.
Both plans would spend about $1.64 billion from the General Fund during the budget year that starts Oct. 1, about $200 million less than this year.
Compared to the committee plan, the Black Caucus plan would add $34 million for Medicaid, $19.7 million for Corrections,
$4.8 million for Public Health and $1 million each for Law Enforcement
It would offset those increases by skipping a I$15 million repayment to the Alabama Trust Fund due next year and making other reductions from the committee approved plan:
— $10 million from indigent defense
— $7.2 million from the Forestry Commission
— $3.6 million from the attorney general’s office
— $3.4 million from the Geological Survey of Alabama
— $3 million from the departmental Emergency Fund
— $2.4 million from legislative agencies
— $1.4 million from the Department of Economic and Community Affairs
— $1 million each from Examiners of Public Accounts, the Emergency ”
